As Senior Administrator, Elaine Flanagan brings more than two decades of experience serving in key roles within the Texas Medicaid program and the federal Medicare agency. Her career has been dedicated to improving access, equity, and quality of care for vulnerable populations; experience that now shapes the foundation and direction of KaileeHomes. Elaine received her Masters in Public Health from A.T. Still University of Health Science. She resides in Texas with her husband and daughter.
